Improvements made for 2019 permit hunt authorization lottery

The Government of Yukon is implementing a series of changes to improve and modernize the permit hunt authorization lottery.

The changes follow a technical review of lottery data, processes and policies conducted by Make IT, which confirmed earlier findings regarding challenges with duplicate files and data merging that have now been addressed. The changes were also informed by broader public engagement on the rules, regulations and processes used for the lottery.

Improvements to the lottery will begin this year with further planned changes to be implemented before the 2020 lottery.

Conducting a comprehensive review of our permit hunt authorization lottery was necessary to ensure a more transparent and modern process. This year’s lottery system reflects a number of improvements based on feedback from the public, stakeholders and a third-party technical review and we will continue to make improvements going forward.

  • In recognition of errors in the 2018 permit hunt authorization lottery, and the need to re-evaluate and modernize this system, Minister of Environment Pauline Frost directed the Department to conduct a comprehensive review of the system.

  • A three-part review of the permit hunt lottery system was conducted in 2018, including a one-month public survey, meetings with stakeholder groups and a third-party technical review.

  • Participating stakeholders included the Yukon Fish and Game Association, Yukon Wild Sheep Foundation, Yukon Backcountry Hunters and Anglers, and the Yukon Fish and Wildlife Management Board.

  • Improvements for 2019 include:

    • An earlier application period beginning April 15.
    • The ability for applicants to view and verify client history and weighting online,
    • Returns accepted before August 1 will result in the applicant’s weighting remaining the same, rather than increasing by one as it has in previous years.
  • Improvements for future years will include:

    • Joint applications will use an average of the two applicants’ weighting.
    • The availability of statistics to help applicants determine their best chances.
    • Applicants still have up to three area options and a ‘for weighting only’ option, but returns may no longer be accepted.
