What is the Commissioner’s Role?

The Commissioner's primary role is to assist Members of the Yukon Legislative Assembly and Cabinet Ministers by:

• helping them to understand their obligations under the conflict of interest legislation;
• helping them to identify areas of possible conflict; and
• providing them with advice on preventing conflicts from occurring. 

The Conflict Commissioner also:

• investigates any complaints made by Members under the legislation; and
• has a guidance role with respect to the Cabinet and caucus employees, and Deputy Ministers. 

What is the Commissioner's Role in Respect to the Yukon Lobbyist Registration Act?

The Commissioner serves as registrar in order to oversee and monitor the lobbyist registry.

Lobbyists are responsible for entering their information into the registry. The last day to register for 2024 activities is January 31, 2024.

Yukon's Conflict of Interest Commissioner

David Phillip Jones, Q.C. is Yukon's Conflict of Interest Commissioner. He was appointed by the Yukon Legislative Assembly in 2002 for a three-year term, which was renewed in 2005, 2008, 2011, 2014, 2017, 2019 and 2022. His current term goes to October 30, 2025.

David Phillip Jones, Q.C., is a lawyer in a private practice in Alberta. His practice includes all areas of administrative law, commercial and labour arbitration and “point of law” litigation.

Mr. Jones studied Economics and Political Science at McGill University and Law as a Rhodes Scholar at the University of Oxford in England. He taught law at both McGill and the University of Alberta. He is co-author of Jones & de Villars' Principles of Administrative Law, was co-editor of the Administrative Law Reports for 25 years, is the author of numerous articles and is a frequent lecturer.
